PARTICIPATORY PLANNING USING RISK AND RESOURCES MAPS: THE EXPERIENCE OF THE LOCAL HUMAN DEVELOPMENT PROGRAMME IN CUBA

Abstract


A risk is the probability that people, or the environment in which they live, are damaged or hit by natural or man-made events. Risks and Resources Maps (RRM) are a tool for planning and community participation at local level and can be adapted to different contexts, according to the goals that have to be reached.
RRM methodology, properly contextualized, was the basis of a project realized in the municipality of Old Havana within the framework of the Local Human Development Programme supported by the United Nations Development Programme - Cuba.
This contribution analyses the process of implementing the methodology in Old Havana and discusses outcomes, strengths and weaknesses of the RRM within this context.
