Emanuele Giordana reflects on the symbolic meaning of initiatives such as the international meeting on “Multilateral Framework and Decentralized Cooperation for the Millennium Development Goals: 10 years of PDHL” that took place in Havana in September 2008 and their added value in building relationships and networks of trust needed to work together constructively through international cooperation.
